1. Spend AP on anything in the web or in-game item mall. Depending on how much you will qualify for tiers. So if you spend 5000 AP you qualify for Tier1 prizes.

2. Once the sale has ended Check the February Elite Pet Tier Sale after the event has ended to see if you qualified (Qualifiers will be posted 2/8)

No, the tiers are not cumulative. Whatever tier you qualify for are the prizes you get.
